Annotation.

Use of energy of fossil fuel and coal in particular, is inherent to humanity from the old times. As initially coal was bedded in the Earth surface, it was easy to access, therefore, an issue of incineration of coal for obtaining heat, and then steam and electric power, did not present any problems. Negative consequences of such use, namely contamination of environment, became obvious in the first half of the ХХ century. In spite of the fact that reserves of the fossil fuel is still enough for two coming generations, according to official reports, negative influence on the state of biosphere certainly will prevail benefits obtained from the uncontrolled use of the carbon resources. Therefore, it is necessary to search alternative energy sources, which do exist and include: energy of the Sun, wind and water, and even energy of atom, though the latter is also exhausted and is dangerous enough for use. But such reorientation needs a fundamental reorganization of the current energy sector. And not only in terms of technology. Stability of the current power system is oriented to the use of carbon raw material. On this principle, energetic potential of all technologically developed countries and Ukraine in particular is built. At the present stage of humanity development it is possible to refuse from coal mining – it is the aim of decisions of many scientific conferences and meetings. However, it is very problematic to stop usage of the carbon sources as refuse from the coal use is not only economic and ecological but it is also a social problem. Closing of coal mining and coal-oriented enterprises means release of a great number of miners and servicing personnel, which will need to be placed in jobs or, if necessary, to be re-trained. In the conditions of Ukraine, it means full re-orientation of three coal-mining regions, where amount of people employed in the coal mining and coal using fields exceeds 70 thousand. Today, refusal from the coal use is unacceptable for Ukraine; however, it is necessary to prepare for this as soon as now by involving both state and private resources. Besides, development of energetic sector based on the alternative sources does not guarantee an effective and quick replacement of carbon-oriented energetic sector, so, it is needed to find mutually acceptable decisions.
