Abstract. Determinations of the concepts «conception», «failure», «emergency situation», «safety», as it applies to the terms of coal-mining industry are specified. Two conceptions of technogen safety are described: determinist conception of absolute safety and probabilistic concep-tion of acceptable risk. It is shown that in research of safety of production coal mining most effec-tive is complexing requirements of two indicated conceptions. It is marked that the offered index of safety - the risk of life of man – is not sufficient, and it is more correct to use the index of vital func-tions of man in emergency situations. By complication of realization both concepts there are in-completeness and unauthenticity of basic datas, model inadequacy to the real flowline of emergency situation, vagueness and unforeseeable of transition of the system in the emergency state, necessity of account and estimations of human factor. Transition scopes are described from an emergency to the emergency situation and vice versa, recommendations on diminishment of area of defective conditions of the mine ventilation system are given. In basis of conception of technogen safety op-timization of mine ventilation (if necessary – is joint with degassing) and system of against-accident defense must be fixed with the use of information-analytical technologies of control and manage-ment by the state of mine in normal and the emergency terms based on the synthesis of mathemati-cal, imitation, situation and expert modeling of the compound technological systems.
Keywords: safety, determinist and probabilistic conceptions of safety, emergency situation, vi-tal activity, vagueness, modeling.
