Annotation.
A settlement of town type, with population of more than 3000 people, from which no less than 20% (in other sources – 50%) works for the enterprises of one company (considered a town-forming enterprise (TFE)), and provides not less than 50% of gross products of this settlement is considered a monotown. Monotowns exist in all industrially developed states, therefore, restructuring and reformation of the systems “TFE - monotown» as a result of the TFE liquidation is spared great attention. Restructuring of the system «coal mine - monotown» includes two basic processes - closing of the coal mine and adaptation of structure of monotown to the new conditions of existence - and must be based on the following principles: innovations, power-effectiveness, and consideration of human factor. Important factors of development of socio-economic structures of such monotowns include their transition into multi-profiling settlements and their uniting with adjoining territorial communities. Today, there are no normative and-methodical bases for such reorganization. Current trend of the Ukrainian coal industry development mainly corresponds to the world one: most mines are ineffective and need restructuring. According to the experts’ opinion, they include 29 mine enterprises, 12 of which will have been closed by 2021 year. Monotowns of the Prydneprovsk region are enough densely populated (Ternovka and Pershotravensk each accounts about 28 thousand), and layoff of almost the third of capable of working population is ponderable, and can cause undesirable social consequences. Without regard to a possibility that some of the coal enterprises in the Western Donbass can still exist during a certain period of time, it is necessary to create such socio-economic policy, at which monotowns in this region would suffer least of all due to the innovative economic reforms. Today, some normative methodical documents are available in the country, which cover, among others, solution of social problems by way of changing profile of those monotowns where the coal mines to be closed are the TFE. However, methodical facilities, effective models and programmatic maintenance of such actions do not exist in Ukraine. In order to create and implement them, it is necessary to involve different institutions of the NAS of Ukraine, Ministry of Education and Science of Ukraine, Ministry of Power Engineering and Defence of Environment of Ukraine and DTEK ENERGO Company.
