Abstract.
In the course of coal mining origin and development in the industrially developed regions the system «coal mine – monotown» is formed. The prospects of monotown development are not always favorable: mineral deposits can be limited, their booty can become unprofitable, or foreign economic trends of the market conditions can change. During the period of the «coal mine – monotown» system existence, it passes several stages: a) beginning of functioning of town-organizing enterprise (the TOE); b) origin of monotown; c) organization of the system «coal mine - monotown»; d) stable functioning of the «coal mine – monotown» system; e) reduction and stopping of mining operations as a result of exhausting of coal deposit or due to other reasons; preparation of the «coal mine – monotown» system to the restructuring; g) liquidation of the mine. The process of liquidation is quite expensive; therefore, determination of criteria and degree of such restructuring is a live problem. Without regard to a plenty of researches and developed normative and methodical documents on effective criterion estimation, there is still no solution of these problems. For making a decision on closing a mine, a method is proposed, which consists in development of a list of indexes characterizing a place of the TOE in the socio-economic structure of the monotown and use of interval-ball method for correlation between the multi-planned indexes. For estimating trend of the «coal mine – monotown» system development, it is necessary to calculate an arithmetic mean value of the currently rated values of indexes.
Monotown adjoining to the TOE also needs to be restructured, and its liquidation is not always a consequence of the TOE liquidation. Monotown can disappear even if the TOE is still functioning, or it can remain stable after the TOE is liquidated. It is proposed to divide the time of the monotown existence into the periods and to calculate (by the method of expert estimations) the total values of socio-economic indexes of the factors characterizing the concrete period. Approximation of the obtained value to the border of the period characterizes the necessity to take the proper measures for stabilization or improvement of the «coal mine – monotown» system state.
