Abstract. As a result of generalization and experience of conducting of works executable by the different special divisions of extreme services (including the special and under abnormal conditionrestoration works on industrial areas of coal mines and in their superficial complexes, conducted by SMMSP and other services), it is suggested to walk up to the tasks of the safe and effective conducting of repair-build, under abnormal condition-restoration and accident-saving works from positions of theory of acceptance of rational (optimum) decisions, putting a single criterion – efficiency of conduct of works in basis. «Efficiency» includes a concept: providing of safety of people being in an emergency area, operative (quickness) of actions of workers of the special divisions, and also preparatory work on creation of hardwares and tactical providing to them for the conduct of the special types of works taking into account operative made decisions. For the practical use of non-traditional lifting-transport machine the theory of acceptance of optimum (rational) decisions is applied. It is thus succeeded not to examine the stumpers of stability of all setting together with an undercarriage from knocking over, as they here do not have the critical value.
Keywords. emergency, lifting-and-shifting machines, emergency repair work, tactical and technical support, high-rise buildings.
