PROCEDURE FOR DANGER IDENTIFICATION AND RISK ASSESSMENT IN THE FIELD OF LABOR PROTECTION

Annotation.
In the article,procedure for hazard identification and risk assessment in the field of labor protection is considered. The risk management process consists of the following procedures: identification of dangers and risks; risk assessment and determination of level of the risk management; development of control and minimization measures; implementation of activities; monitoring and review. At the initial stage of danger identification and risk assessment at enterprises, functional responsibilities are distributed among the employees of the enterprise. All persons involved in the risk assessment are trained and study all requirements of the procedure. Working groups of the production areas draw up and approve a risk assessment plan in accordance with the established procedure. The risk assessment plan should include the following: list of all production processes and/or jobs where risk assessment is necessary; dividing each process into separate operations or works in the sequence of their usual execution by the employees; priority (order) of the risk assessment in the units of the enterprise; industrial injuries, accidents or fires, occupational diseases per each operation for the last 3 years. Risk assessment cards are made for each operation basing on the results of the risk assessment. The risk assessment card is added by results of an unscheduled risk assessment; the identified source of danger is taken into account in the planned risk assessment. For each source of danger, level of risk is determined according to the matrix. Risk, the level of which is estimated at 8-15 points, is subject to priority elimination or reduction to an acceptable level. If the elimination or reduction of the risk is not possible, the work associated with it should be terminated by the established procedure. During formation of programs or plans (including financial), priority should be given to elimination or reduction of risks with unacceptable level. The identified problems with implementation and drawbacks of existing danger identification and risk assessment system are as follows: executors of concrete work should be involved into the risk assessment; production workers do not see practical results of the assessment; the assessment technique is complicated, is heaped up with papers and, therefore, rejected by personnel;personnel should be trained in hazard identification and risk assessment procedures; the procedure must include risk assessment at the workplace; the number of documents must be minimized; it is necessary to expand composition of groups who are responsible for making decisions on the risk probability and consequences while assessing the risk; it is necessary to account all accidents happened during performing similar operations in other working areas and enterprises. In order to eliminate the identified problems and drawbacks, the priority should be given to development and implementation of information system for the hazard identification and risk assessment in terms of labor protection.
