METHOD OF ASSESSMENT OF COAL MINES MANAGERSIN THE LABOR SAFETY

Annotation.
A methodic for assessing the managers of a coal mine in the labor safety was developed. At its first stage, the quantitative index “Industrial injuries” is calculated with taking into account a coefficient of the injury frequency. Target values (minimal, plan, maximal) for setting the target index “Industrial injuries” are established on the basis of the principle of “continuous improvement”. Evaluation of the quantitative index “Implementation of the integrated index of the OSH management system” is determined on the basis of conducting operational, targeted, unscheduled inspections of enterprises by representatives of the department for labor protection and industrial safety of the coal mining directorate, as well as by information on the state of industrial safety obtained from various sources (materials of accident investigation, investigation of signals to the helpline, etc.). The performance index is also determined and calculated. During the estimated period, on the basis of the results of operational, target or unscheduled inspections of enterprises, as well as information on the state of industrial safety received from various sources, an appropriate assessment is established for each component of the OSH system. Based on the assessment of some element of OSH system, a coefficient of the effectiveness of this element functioning is determined. The manager’s performance index is calculated as the sum of the indices for each element being evaluated. The influence of the factor, which takes into account level of fatal occupational injuries, on the key performance indices for OSH is determined in the following way. For managers of the 1-3 management line: if at their enterprises one fatal injury has happened, the quantitative index “Industrial injuries” is considered as not fulfilled, the degree of this index fulfillment is assumed to be 0; at the enterprises with 2 or more fatal injuries, the indices “Industrial injuries” and “Fulfillment of the integrated OSHM index” are considered as not fulfilled, and the degree of fulfillment of both indicators is assumed to be 0 %. For managers of labor protection services: if at their enterprises one fatal injury has happened, the degree of fulfillment of the quantitative index “Industrial injuries” is reduced by 50 %; at the enterprises with 2 or more fatal injuries, the quantitative index “Industrial injuries” is considered as not fulfilled, the degree of this index fulfillment is assumed to be 0 %.
